The new housing policy does not make any special provision for Koliwada and villages, nor has any specific measures been announced for them.

Koliwada and villages ignored from new housing projects
Koliwada and villages are a unique part of Mumbai city. The relationship between Mumbai and Koli community is unbreakable. It is also called the Mumbai of the Koli brothers.But the new housing policy does not suggest any special measures for these Koliwada and villages. Currently, there are ten Koliwada in Mumbai city and ten in Thane.The design of the houses in the Koliwada is also unique. The houses are large and there is a lot of space around the houses. Therefore, the fishermen and fishermen’s organizations have also demanded that there should be special provisions for this in the new policy.If we think about it from the perspective of Mumbai city, a large number of the Koli community lives in these settlements, so these redevelopment policies are very important.
The draft housing policy also suggested the option of cluster redevelopment for this fisherman houses and villages.The Koli community had also demanded that the Prime Minister Narendra Modi Housing Scheme be considered, but no concrete action has been taken on this.Also, in the recent past, there was an attempt to impose a slum redevelopment scheme in Koliwada in Worli, but this slum redevelopment project was not very successful.The local fishermen expressed their displeasure with the project that was being undertaken at that time.
Koliwada cannot be village stations. They should be called new and special village stations. This demand has been made by the fishermen community as well as various fishermen organizations. Therefore, there has also been a demand that there should be special provisions for their development.Although there are 503 fishing ports in the state, there are no special and separate regulations for Koli community. The same regulations as those used for village stations are used for them, and only one area is available for redevelopment.
According to the Development Control and Incentive Regulations, if the width of the road is between six and nine meters, there is a provision to provide an additional area of five points if it is between one and a half and nine meters.But in reality, this rule is not implemented to the extent at the local level, and the municipal corporation is also not very favorable towards it.
From the perspective of the Koliwada, the government is also in favor of making special arrangements for their redevelopment and has also initiated specific measures in that regard.But when the city plan was prepared during the British period, the development plan was prepared excluding Koliwada and villages, due to which many things related to this were created in the future.Also, both these places were mentioned in the Urban Development Control Rules of 1991, and the central government had also issued orders to clarify its position on this issue from time to time.
The inclusion of Koliwada comes under the CRZ Corridor Zone Control Act so often there are not many policies to support their redevelopment.If they are excluded from the CRZ regulations, then certainly new policies can be formulated and new measures related to redevelopment can also be taken, but no special efforts have been made to remove them from the CRZ regulations.That is why no such special provision has been made in the new housing policy as well as in the development control and incentive spirit regulations.
Considering all these things, various fishermen’s organizations and fishermen’s organizations have demanded that separate specific controls be provided to this houses and villages, as well as a special policy be formulated for them.
